A cream, a shampoo or a perfume oil reaches a shelf in Dubai or Riyadh only after a long chain of decisions about classification, people, water, materials, labels and testing. The GCC rules behind those decisions were updated in 2024 with GSO 1943 for safety, labelling and packaging and GSO 2528 for claims. In the UAE, registration of cosmetics with medicinal claims moved to the Emirates Drug Establishment at the end of 2025. This SkillCert Specialist course shows you how ISO 22716 good manufacturing practice and the GCC technical regulations work together. You will classify products as cosmetic or medicated and map their route through Dubai Municipality's Montaji system, MoIAT conformity, Saudi Arabia's eCosma notification and India's Cosmetics Rules, 2020. You will then control personnel hygiene, premises, purified water and equipment cleaning. You will also approve suppliers, make batches right first time, check labels and claims, and release product on specifications, stability and microbiology results. The course finishes with deviations, out-of-specification results, change control, complaints, recalls, contract manufacturers and inspections. Every module uses workplace scenarios from GCC and Indian cosmetics sites, alongside real recalls and regulator warnings.
